Otto Rybicka was born on April 10, 1868 in Česká Třebová (Böhmisch Trübau in German), which was one of the oldest towns in Eastern Bohemia and one of the most important hubs of the local textile industry. He attended primary school in Litomyšl, a business school in Brno for two years and a zwei Jahre die Handelsschule in Brünn and a weaving school in Polička. Eventually he took over his father’s grocery shop. In 1895 he became a member oft the town council and had various positions at the town hall until the coup d’etat. He was elected mayor in 1914, a position he held until February 15, 1919. Rybicka died on January 21, 1949.
